Jeff Polasek, National Client Manager
Mr. Polasek has over 14 years of experience in the real estate due diligence field. He has a strong background in providing environmental due diligence for debt and equity transactions and foreclosures, as well as the performance of Phase I environmental site assessments, environmental transaction screens, Phase II subsurface investigations, soil and groundwater remediation, asbestos surveys, lead-based paint surveys, and indoor air quality studies. He also has extensive portfolio management experience throughout the United States.
Mr. Polasek currently serves as a Regional Manager for Partner Engineering and Science, providing solutions to clients’ due diligence needs. Jane Powell, Project Manager, Structural Forensics Expert
Jane Powell is a Registered Professional Engineer in the State of Texas specializing in structural forensics. Her experience encompasses commercial, industrial, governmental and residential projects including historically registered buildings. Among the first to assess property damage after Hurricane Harvey, Ms. Powell is an expert in emergency response assessments and remedial repair recommendations for distressed and/or damaged structures. As a project manager at Partner Engineering and Science, Inc., Ms. Powell routinely directs and reviews structural and seismic assessments for new or existing buildings and provides litigation support for high profile structural failure litigation. Scott Chiu, National Client Manager
Scott Chiu is a National Client Manager and Project Manager for Partner Engineering and Science, Inc. In his role, he is responsible for performing Phase I Environmental Site Assessments (ESAs), Property Condition Assessments (PCAs), Naturally-Occurring Radioactive Material (NORM) Surveys and Exit Audits in line with the American Society of Testing and Materials (ASTM) Standards and US Environmental Protection Agency’s All Appropriate Inquiry (AAI) as well as customized client formats. His responsibilities also include reviewing Phase I ESAs and PCAs, and include supervision of in-house and contracted staff, overall responsibility of project scope/design, and the project and task implementation/execution.
Mr. Chiu works closely with state and local regulatory agencies to obtain environmentally significant documents regarding tank removal and subsurface investigations performed onsite and has completed hundreds of projects throughout the country. He has also worked for large financial institutions as well as private investors and has performed work for the Federal Deposit Insurance Corporation, United States Department of Housing and Urban Development, Fannie Mae, and Small Business Administration.
